In the article, Tahirih’s Senior Council for Policy and Strategy, Jeanne Smoot, explains that adults who wish to facilitate the marriage of a minor will look for nearby states with more lenient minimum marriage age laws.

“Certainly that’s the kind of destination wedding reputation no state should want, and yet they already have it,” Smoot said.
